KUALA LUMPUR - Operasi pesawat Beechcraft B200T milik Tentera Udara Diraja Malaysia (TUDM) digantung buat sementara waktu sehingga siasatan selesai.
Menteri Pertahanan, Datuk Seri Hishammuddin Tun Hussein berkata, sehubungan itu, pihaknya akan mengenal pasti punca nahas tersebut dan melaksanakan pelan tindakan yang berkesan bagi mengelakkan kejadian sama berlaku di masa depan.
Katanya, ia penting bagi memastikan keselamatan anggota dan tahap persediaan semua aset Angkatan Tentera Malaysia (ATM) termasuk TUDM berada dalam tahap tertinggi dan boleh dioperasikan pada bila-bila masa.
“Ia merupakan perkara serius. Jangan kita abaikan perkara penting terutama dalam aspek penyelenggaraan dan juga perolehan aset serta anggota yang kita ada,” katanya ketika menghadiri Majlis Perasmian Bangunan Baharu Institut Pertahanan dan Keselamatan Malaysia (Midas) di Kementerian Pertahanan di sini hari ini. Belarusian Company To Repair More Military Aircraft For Malaysia

Pandikar Amin Mulia said: “Malaysia is considering expanding cooperation with Belarus in the near future in matters concerning aircraft repairs. I will recommend our defense ministry to pay close attention to the capabilities of the Belarusian company in Baranovichi.”
The Malaysian side has already worked with OAO 558 Aircraft Repair Plant although only as one-time contracts. It is now necessary to take the bilateral relations to the next level, stated the Speaker of the House of Representatives of the Malaysian parliament. “Today I've contacted the deputy defense minister of our country and informed him about my tour of the aircraft repair company in Baranovichi. He spoke in positive terms about cooperation with the company,” noted Pandikar Amin Mulia. The MP said he was pleased with the work the Baranovichi-based company does.
Pavel Pinigin, Director of OAO 558 Aircraft Repair Plant, noted that the Belarusian company is ready to expand cooperation with the Malaysian Defense Ministry in repairing and modernizing aircraft of the MiG-29 type.
The delegation of the Malaysian parliament led by Pandikar Amin Mulia went on a tour of the manufacturing division of the aircraft repair company. Members of the delegation were made familiar with some peculiarities of the technology used to repair and upgrade aircraft and helicopters of the Belarusian army as well as unmanned aerial vehicles.
OAO 558 Aircraft Repair Plant specializes in repairing and upgrading the aircraft Su-22, Su-25, Su-27 (Su-30), MiG-29, and An-2 as well as the helicopters Mi-8 (Mi-17) and Mi-24 (Mi-35). The Belarusian company is capable of repairing the airframe and all the components. It can enhance aircraft and take extra preventive measures to increase the reliability of aircraft and helicopters. RMAF Special Team To Probe Plane Crash in Butterworth

Contacted by Bernama, he said the RMAF would set up a special team to probe the crash of the Beechcraft B200T plane near the munitions terminal of the Butterworth airbase at 5.18pm.
"I am on my way to the crash site. I have yet to get all the details," he said.
Raja Mohamed Affandi expressed his sadness over the incident and hoped that the families of those involved would exercise patience.
Meanwhile, Defence Minister Datuk Seri Hishamuddin Tun Hussein, in a post on his Twitter account, said he had instructed the Chief of Air Force Gen Datuk Seri Affendi Buang to oversee the investigation into the crash.
"I have instructed the Chief of Air Force to personally monitor (the probe)," he tweeted.
According to the RMAF official portal, the ill-fated aircraft had been used for maritime surveillance by the 16 Squadron based at the Subang airbase.
The main task of the 16 Squadron is to provide early warning and immediately report the identification of vessels in territorial waters and the Exclusive Economic Zone (EEZ).
The squadron also monitors and reports on the activities at oil rigs and fishing zones, monitors and patrols occupied and claimed reefs, and monitors and reports on the infiltration of illegal immigrants and also activities that contribute to marine pollution.

RMAF Awaits Delivery of Last, Most Advanced, Airbus A400M

IPOH: The Royal Malaysian Air Force (RMAF) will receive its fourth and last Airbus A400M aircraft before the Langkawi International Maritime and Aerospace Exhibition 2017 (LIMA '17) to be held in March, said RMAF Chief General Tan Sri Roslan Saad.
He said receipt of the aircraft, initially planned for last month, was rescheduled, as the airplane is being further updated and fitted with the latest software.
"Upon arrival, it will be (equipped) with the latest technology and will be (more advanced than) the three A400Ms we had received. "The other A400Ms (which arrived between last year and June this year) will also be updated in future," he told a press conference after attending a graduation ceremony for Air Force cadets at the Air Force Training Institute here today. RMAF Opens Sukhoi Technical Service Centre (TSC) in Gong Kedak Air Base
GONG KEDAK: The Royal Malaysian Air Force today unveiled a new multi-million ringgit technical service centre aimed at providing a comprehensive maintenance for the country's foremost jet fighters, the Sukhoi Su-30MKM, at the Gong Kedak air base.
RMAF chief Gen Tan Sri Roslan Saad said the facility would serve as a 'second line for servicing' to complement the existing services provided by privateer ATSC Sdn Bhd at the base's 11th Squadron hangar.
He said the new facility was undertaken by Setiajaya Sdn Bhd from March 24, 2014 and completed yesterday (Dec 6). The centre will operate through collaboration with the Public Works Department.
"This new facility will be fully equipped with the necessary logistics, spares and equipment to provide a comprehensive and effective servicing and maintenance for the Sukhois.
"Before this, we were relying on the services provided by ATSC," he said after unveiling the new facility at the Gong Kedak air base.
On another note, Roslan revealed that the air traffic control radar at the Butterworth base would be upgraded for a year from January, to meet with the advancement of technology.
This, he said, followed a similar successful upgrade at the Gong Kedak air base by Jetro Sdn Bhd which equipped it with the ASR Meteor 087 type.
"We hope these developments will spur the local defence industries to play a greater role in maintaining the sovereignty of the country's defence and security," said Roslan.
The agreement for the purchase of the Su-30MKM jet fighters costing US$900 million (RM3.42 billion) was officially signed during Russian President Vladimir Putin’s visit to Malaysia in May 2003, with the first of 18 jets arriving in June 2007.
By Sept 2010, operations at the Gong Kedak base became an all-Malaysian affair, after the 50-odd Russian and Indian technical crew, engineering officers and instructor pilots ended their two-year service tenure.
Their departure posed a strong challenge to the local airmen and women to stand on their own and operate the Sukhoi SU-30MKM flanker multi-role combat aircraft.
The RMAF also utilised the services of 300-odd staff from ATSC Sdn to support a similar strength of its own crew to continue running the base.
While the Indians provided flight instructors, engineering officers, technical experts and administrative staff here, the Russians provided their test pilots and engineers to verify, certify and standardise the Flanker.
The base here is now Malaysia's foremost jet-fighter facility. It was established in 1993, with nearby Bukit Puteri housing an air defence tactical radar for the RMAF's 321st Squadron.
By 2009, the ground-based 402nd air defence squadron and 11th Sukhoi Squadron were established.
To date, there are more than 1,000 servicemen and civilians stationed at the base, which is divided into two entities that nestle in an area straddling Kelantan and Terengganu. NST

RMAF Allocate RM7m For Lahad Datu FOB Projec

LABUAN: Tentera Udara Diraja Malaysia (TUDM) memperuntukkan dana tambahan sebanyak RM7 juta kepada peruntukan asal RM9 juta yang disediakan kerajaan untuk pelaksanaan projek Pangkalan Operasi Hadapan (POH) TUDM di Lahad Datu.
Panglima Tentera Udara Jeneral Tan Sri Roslan Saad berkata pada masa ini, TUDM sedang menunggu kelulusan daripada Kementerian Pertahanan dan Kementerian Pengangkutan untuk memulakan projek itu.
Beliau berkata POH, iaitu infrastruktur detasmen helikopter yang akan dibina di Lapangan Terbang Lahad Datu, penting untuk membantu mengekalkan keselamatan ruang udara Sabah, khususnya di Zon Selamat Timur Sabah (ESSZone).
“Pangkalan operasi itu adalah untuk anggota tentera udara bertindak cepat sekiranya berlaku apa-apa kejadian tidak diingini atau isu berkaitan keselamatan di kawasan itu,” katanya selepas menutup Eksesais PARADISE 3/16 TUDM di Pangkalan TUDM Labuan di sini kelmarin.
Upacara pecah tanah projek itu disempurnakan Perdana Menteri Datuk Seri Najib Tun Razak pada Mei lalu.
POH akan berfungsi sebagai pusat transit dan sokongan udara untuk pelbagai helikopter yang dikendalikan oleh Angkatan Tentera Malaysia yang berulang-alik antara Kawasan Keselamatan Khas Pantai Timur Sabah (ESSCom) dan Lapangan Terbang Lahad Datu.

RMAF Sukhoi Service Centre Project Delayed
Unqualified contractors blamed for delay in Mindef's Sukhoi service centre project
PETALING JAYA: The construction of a RM73mil service technical centre (STC) for the maintenance of Sukhoi SU-30MKM fighter aircraft at TUDM Gong Kedak, Terengganu Air base was less than satisfactory, according to the 2015 Auditor-General's Report (Series 2).
The report revealed that a slow construction progress during the first 10 months which resulted in a takeover by a nominated sub-contractor on Jan 15 last year.
"The progress of the project within the first 10 months between March and Dec 2014, was not satisfactory as it only reached 3.3% progress compared to its target of 39.1% based on the actual working schedule," said the report.
The construction of the centre was part of the Government's obligation under a countervailing programme for the acquisition of Sukhoi SU-30MKM fighter aircraft which includes an issuance of aircraft components with the Federal State Unitary Enterprise (Rosoboronexport), Russia.
The project consisted of a hangar building, ADZ bay, POL store, AGSV/E garage, shelter, ramp service, apron area and a special equipment procurement site.
The Defence Ministry (Mindef) on Apr 15 had engaged the Public Works Department (JKR) as the implementing agency for the project.
"The construction of the STC is to ensure that Sukhoi SU-30MKM fighter aircraft will always be at an optimum level to be operated during mission or training purposes," said the report.
The Ministry of Finance Malaysia (MOF) had appointed Sharikat Pembenaan Setia Jaya Sdn Bhd (SPSJ) as the contractor, with a contract value of RM71.49mil through a "Design and Build" approach.
"SPSJ was selected via a restricted tender process and a Letter of Award was granted on March 10, 2014 followed by a formal contract which was signed on July 7, 2014 within a completion period of 78 weeks.
The report noted that the appointment of an unqualified and financially unsound contractor had affected project implementation and progress.
"The second Extension of Time (EOT 2) was approved even though a Certificate of Non Completion (CNC) has been issued. However, construction works were satisfactory except for a few non-compliance, inadequacies, and defective issues which requires appropriate measures to be taken.
The report recommended that the Defence Ministry ensure that contractors be appointed based on their experiences, qualifications and capabilities to execute the project.
In reply to the Treasury, JKR had issued written warning letters, repeated warning to the contractors during site visits, monitoring coordination, and technical meetings.

Race Between Rafale and Typhoon for RMAF Fighter Continues Into 2020

KUALA LUMPUR : Minister of Defence Datuk Seri Hishammuddin Hussein reiterated that Royal Malaysian Air Force (RMAF)’s order for new multi role combat aircrafts (MRCAs) will have to depend on the state of the country’s economy.
In a press conference at the Parliament lobby today, Hishammuddin explained that the choice of vendor for this procurement will depend on the affordability of the package offered, and the technical suitability. This purchase is widely seen as a move to replace RMAF's Russian Mikoyan MiG-29 fighters, which have been in service since the 1990s.
“By the year 2020 we have to make a decision on the [purchase of the] MRCAs. It's an open secret that we are looking at either the [Dassault] Rafale, or the [BAE Systems'] Typhoon from the UK, but we don't have to make the decision now. What we need to do is look at the affordability, and that depends on [the state of] our economy,” he said
Therefore, at the moment, there is no particular budget allocated for the new aircraft, he added.
Hishammuddin also said the RMAF itself will also make a decision as to which new aircraft it wants.
“The technical side of it...the compatibility of the Rafale or the Typhoon...let the end-users decide. Let the air force decide which model they want. The affordability issue is for the MoF (Ministry of Finance) to decide, and then [there is the issue of] the offset agreement [by the vendor]. What does the industry get from such a major contract?” he said.
Hishammuddin said that while the MiG-29s are ageing, it is important for RMAF to upgrade and maintain its current fleet in order to remain operational until 2020.
“The MiG-29 is already very old, but that is not my concern right now. The maintenance and repairs of our Sukhoi [Su-30s] are important.
“We can still deal with the Sukhois, and we are upgrading our [BAE Systems] Hawks...that would take us through 2020, because even if we make the decision now, we won't get the Typhoon or the Rafale immediately, it takes years before they come into operation,” he explained.
Aviation International News, an online portal that tracks industry moves, had in 2014 reported that the RMAF MiG-29 fleet was scheduled for retirement by 2015, and in view of the slower economy, contenders for the new MRCA contract had proposed long-term repayments and lease options to Malaysia.
“There are other reasons why we did not look at the [latest] Sukhois, [Boeing F/A-18] Hornets and the Gripen, which is a Swedish plane, but the most important [factor] is that whatever we do, we must be able to explain to the public,” Hishammuddin said.

MAF S-61 Fleet To Receive UAFD Upgrade
TUCSON --- Universal Avionics and Heli-One are announcing cockpit upgrades to be performed on a fleet of Sikorsky S-61A-4 NURI helicopters for an Asian operator, featuring Universal’s EFI-890H Advanced Flight Displays and Multi-Missions Management System (MMMS).
Universal Avionics Authorized Dealer, Heli-One, is set to perform the design and installation for the initial aircraft with an Asian Maintenance, Repair and Overhaul (MRO) organization performing the upgrades for the remainder of the fleet.
The S-61 upgrade includes four EFI-890H Advanced Flight Displays and a single UNS-1Lw MMMS, Universal’s Flight Management System (FMS) for mission support. The displays and MMMS integrate with new dual LCR-100 Attitude Heading Reference System sensors, dual Thommen AC-32 Air Data Computers, dual Rockwell Collins NAV-4000s, DF-938 Direction Finder, a single DME-4000 and a new EuroAvionics EuroNav 7 Mission Computer.
In addition, a new RDR-1600 Search Radar is being fitted and will be displayed on the EFI-890H Multi-Function Displays. The displays are Night Vision Goggle-compatible and also integrate with the existing AN/APN-209 Radar Altimeters and GE SN-502 Autopilot.
"This program is the latest in our ongoing partnership with Heli-One," said Grady Dees, Universal Avionics Director of Technical Sales. "Heli-One has proven its expertise in complex integrations throughout our relationship and in leveraging the integration flexibility of the EFI-890H and FMS/MMMS. Together, we will be able to offer the best solution yet for modernization of the avionics in the S-61 platform. Future enhancements to provide additional functionality are already in planning at Universal Avionics."
The new and modernized flight deck enables the aircraft to fly in all weather conditions and both day and night, by leveraging new functionality including Night Vision Imaging System operations. The MMMS provides a significant improvement in search and rescue operations with the built-in search patterns and will be coupled with the GE SN-502 Autopilot. In addition, the upgrade allows for significant extension of the aircrafts’ lifespans.
The design and first aircraft installation for the S-61 is expected to be completed in time for the Langkawi International Maritime and Aerospace Exhibition in March 2017. Forecast International

Nuri Helicopter Need To Be Upgraded or Replaced

PETALING JAYA: The S-61A4 Nuri helicopters should be upgraded and replaced with newer assets to prevent accidents from occurring, said Defence Minister Datuk Seri Hishammuddin Hussein.
"I have reminded the top leadership in the Defence Ministry and the armed forces that there is no compromise when it comes to the safety of the personnel and preparedness of our military assets,” said Hishammuddin in a press release this Wednesday.
On Tuesday morning, a Nuri helicopter crashed at SMK Balung in Tawau, injuring approximately 10 Royal Malaysian Air Force (RMAF) personnel and five students.
"I agree and understand the public's opinion on the fact that the Nuri helicopters have been in service for a long time – since 1968 – and should be replaced with newer assets," said Hishammuddin.
He added that he has instructed the RMAF chief to prepare action and upgrading plans for the Nuri.
"I will be receiving a special briefing from the RMAF regarding the plans after my return from a working trip next week," said Hishammuddin.

RMAF To Get Fourth Airbus A400M In 2017

KUALA LUMPUR: The Royal Malaysian Air Force (RMAF) is expected to receive its fourth Airbus A400M aircraft early next year.
Its chief Jen Tan Sri Roslan Saad said the military transport aircraft was the last of four bought by the RMAF.
The first aircraft was delivered in March 2015, the second came early this year while the third was received in the middle of this year.
Roslan said the aircraft sported sophisticated technology and would enhance air defence systems.
“The fourth aircraft will be equipped with new software,” he told reporters after pinning ranks on 17 senior RMAF officers at the Defence Ministry yesterday.
The A400M is a long-range transport aircraft that is also used for medical evacuation, air-to-air refuelling and disaster relief.

Helikopter EC120B Ganti Alouette III
TUDM akan menerima lima lagi pesawat Pilatus PC-7 Mark II pada Ogos ini, menjadikan jumlah keseluruhan sebanyak 21 buah.
Panglima Tentera Udara, Jeneral Tan Sri Roslan berkata pihaknya sebelum ini menerima 16 pesawat Pilatus PC-7 Mark I sejak 2004 secara berperingkat bagi menggantikan pesawat lama iaitu Pilatus PC-7 yang mencapai usia 33 tahun.
Katanya pihaknya juga turut menerima dua helikopter jenis EC 120B pada Ogos depan untuk menggantikan helikopter latihan jenis Alouette III yang berusia 53 tahun.
“Untuk EC 120B kita hanya menyewa dari syarikat swasta berdasarkan jumlah jam yang kita gunakan. Ia juga dapat menjimatkan kos penyelenggaraan pesawat kerana penyelenggaraan helikopter itu dilakukan oleh syarikat penyewa,” katanya.
Beliau berkata pelatih Kursus Peralihan Helikopter siri 56/2014 telah menggunakan helikopter baharu itu yang mempunyai sistem berteknologi tinggi berbanding helikopter sebelum ini.
Katanya, terdapat 12 helikopter Alouette III yang dibeli sejak 53 tahun lepas akan diberhentikan operasinya secara berperingkat selepas pihaknya memperoleh jumlah helikopter yang cukup untuk latihan.

Ketibaan Pesawat ke 2 A400M TUDM di PU Subang

Tentera Udara Diraja Malaysia hari ini menerima pesawat A400M kedua daripada empat yang ditempah keseluruhan.
Ini merupakan pesawat kedua daripada empat pesawat yang dibeli pada Disember 2005. Yang pertama telah diterima pada 9 Mac lalu.
Pesawat A400M merupakan pesawat moden dari segi teknologi berbanding pesawat C130 yang berada dalam inventori TUDM.
Pesawat A400M mempunyai jangkauan operasi yang lebih jauh serta berkeupayaan untuk mengangkut kapasiti kargo yang lebih besar berbanding pesawat yang dimiliki TUDM ketika ini.
Selain untuk tujuan pertahanan, pesawat itu juga berupaya melaksanakan misi yang merangkumi penugasan berkaitan ‘Medical Evacuation’ (Medevac), ‘Air-to Air Refuelling’ (AAR), ‘Aerial Delivery (Paratroop & Logistic)’ serta operasi Humanitarian Aid and Disaster Relief (HADR).
Baki dua buah pesawat lagi, dijangka tiba menjelang pertengahan tahun depan secara berperingkat.
Ketibaan pesawat ini di Pangkalan Udara Subang telah disambut secara simbolik dengan diiringi dua buah pesawat tempur MiG29N. Pancuran air dari kenderaan pemadam api pesawat menandakan ketibaan secara rasmi pesawat di hadapan Bangunan Pergerakan Udara Pangkalan Udara Subang dengan disambut oleh Panglima Tentera Udara serta pegawai-pegawai kanan TUDM yang lain.

Support Contract For TP400 Engine With EPI
Kuala Lumpur, Malaysia – EPI (Europrop International) and the Malaysia Ministry of Defence have signed a Letter of Acceptance (LOA) for a two-year contract for the support of TP400 turboprop engines powering the four Airbus A400M military transports ordered by the Royal Malaysian Air Force (RMAF). This is the first export support contract for the TP400.
According to the terms of this contract, EPI will provide technical support services and spare parts management for a total of 18 TP400 engines. A team of three technicians will provide local support at the main operating base in Subang provided through GTA (Global Turbine Asia), a Malaysian Safran subsidiary.
"It is a pleasure to officially launch the TP400 In-Service Support contract. We look forward to a positive and dynamic relationship with EPI over the two years of this contract and the subsequent years ahead" said a senior representative of the Ministry of Defense.
Ricardo Navarro, Director of In-Service Support EPI said: "We are honoured to continue our great partnership with the RMAF and especially for what is the first direct engine support contract for EPI. We will bring all of our expertise in order to help them to make the most of the great potential of their A400M with TP400 engines.
Malaysia, the first export customer for the Airbus A400M, took delivery of its first aircraft on March 13th, 2015. The TP400 engines have been installed on the RMAF's second A400M that is currently undergoing customer acceptance at the Airbus facility in Seville.
EPI Europrop International GmbH was created by four leading European aero-engine companies (Industria de Turbo Propulsores, MTU Aero Engines, Rolls-Royce and Snecma [Safran]) to manage the TP400 engine program.
Designed to power the Airbus A400M military transport, the TP400 is the most powerful turboshaft engine in the West. It features a three-shaft configuration and will deliver maximum power output of 11,000 shaft horsepower.

Second RMAF A400M Undergoing Test Flight in Seville

THE second RMAF A400M airflifter – M54-02 – is currently undergoing flight tests in Seville, Spain on 15 Dec 2015 prior to the handing over and the flight home. The aircraft is undergoing a battery of tests under the watchful eyes of a RMAF acceptance team.
As reported previously the aircraft was supposed to fly home in December. However industry sources told Malaysian Defence that it was more likely that the flight is expected next year though the exact timing remained uncertain.
The delay was unavoidable as the manufacturer of the A400M, was under pressure from other buyers to deliver their aircraft first. The fatal crash in May – which caused a temporary test flight pause – is the main reason for the delays in delivery.
During the test flights and until the aircraft is accepted by RMAF, the aircraft will carry the EC400 registration number. This is the same flight number for all the A400M undergoing flight and acceptance tests at Seville. Note that the serial number of the aircraft on the vertical tail is covered.
What does this mean on the delivery of the third and fourth A400M then? It is likely that the third aircraft will be delivered in late 2016. And the fourth will be coming home in early 2017 at the earliest.
In the meantime, Kementerian Pertahanan has issued a tender for the supply of two fuel tankers with the capacity of 4000 IG. The tankers are part of the support services for the A400M squadron. As for the reason why the tender was not issued earlier prior to the delivery of the aircraft – already slated this year – is beyond me.
Anyhow at least we know that the three hangars built for the A400M and the ILS contract are already up and running.

New Training Helicopters fo RMAF
SHAH ALAM: RMAF’s latest aircraft, Airbus Helicopters H120/EC120, made its public debut today. The helicopter, the first of five light helicopters, will be used for basic rotary wing training at the Kolej Tentera Udara in Alor Setar.
The first training course using the new helicopter is expected to start next month, RMAF chief Jen Roslan Saad said. Asked whether the Alouette helicopters which had been for used training for at least three decades would be phased out soon, Roslan said it will be done in stages as more “EC120s are delivered”.
He said the helicopters will be cleared for duty after approval from the air force’s Directorate General Technical Airworthiness (DGTA). The first aircraft is expected to carry the serial number, M102-01, once the approval was given.
Roslan said the three digit number is reserved to aircraft used by the RMAF but owned by private companies. The first aircraft to used the new serial numbers are the two Beechcraft Super King Air 350 leased from Aerotree Defence Services Sdn Bhd.
He was speaking to the media after presenting excellence awards to RMAF personnel and flight squadrons. 10th Squadron which operates the Airbus Helicopters EC725/H225M won the best squadron award for the second year running.
The H120/EC120 helicopters are supplied by Gading Kasturi Sdn Bhd under a RM120 million PFI deal. At LIMA 15 in April, Malaysian Defence reported that “the LOI was issued for “the helicopter rental services” of six Airbus Helicopters H120 (formerly known as EC120) to replace the Alouette III.The RM120 million deal was awarded to Gading Kasturi Sdn Bhd, a little known aviation company. According to the company’s website, Gading Kasturi is a joint venture cooperation between Gading Sari Holdings Sdn Bhd and Mycopter Aviation Services Sdn Bhd.”
According to the company website, Gading will provided total total engineering & logistics support to five Airbus EC120B helicopter and one EC 120B simulator through Company Own Military Operates (COMO) concept for its basic helicopter flying school. The program also involves in house upgrading of the EC120B to fully glass cockpit and NVIS.”
Meanwhile, Roslan said the second A400M, M54-02, is scheduled to fly home by late December, pending full acceptance tests being conducted at the Airbus Defence and Space facility in Seville, Spain. He said the first aircraft, M54-01, has been certified operational. The hangars built for the A400M unit, the 22nd Squadron was also operational.

RMAF Hawk Squadron Will Be Fully Deployed Next Year
LABUAN: The Hawk Squadron will be fully deployed at the Labuan Royal Malaysian Air Force (RMAF) by the first quarter of next year.
RMAF Air Operations Commander, Lieutenant General Datuk Seri Ackbal Abdul Samad, speaking at the closing of the Paradise Exercise 2/2015 at the base here, he said detachment is being done on a permanent basis involving the squadron crew.
"This means the officers change on rotation but the aircraft are permanently here.
"But we are moving from permanent detachment to a fixed base here (for the Hawk Squadron) in Labuan, and we are looking to get this done by the first quarter of 2016.
"The Labuan RMAF manpower currently stands at 600; with the full Hawk Squadron, numbers are expected to reach up to 900 officers," he told reporters.
Asked on the current assets in the Labuan base, Ackbal said are unable to disclose the inventory but the facility has transportation aircraft, helicopter squadrons as well as the fighter squadron.
Prime Minister Datuk Seri Najib Razak during the tabling of the 2015 Budget in October last year, announced that the Hawk Squadron was being shifted from the Butterworth base to Labuan to strengthen security in the Eastern Sabah Security Zone (Esszone).
Meanwhile, about 60 media practitioners from Kuala Lumpur, Kota Kinabalu and Labuan participated in the two-day Media Day with the Defence Ministry and RMAF which started yesterday.
The press also witnessed a demonstration of RMAF's operation capabilities using fighter jets like F/A-18D Hornet, the Sukhoi SU-30MKM and Hawk 108/208; C130H-30; KC130 and CN235 transport planes, as well as the EC725 and Nuri helicopters, at the closing of Paradise Exercise 2/2015 which began on Nov 9.

RMAF New Base in Sendayan 40% Completed
PORT DICKSON (Bernama) -- The construction of the new airbase for the Royal Malaysian Air Force (RMAF) in Sendayan, Seremban is now being actively carried out and so far, 40 per cent of the project has been developed.
Air Force chief General Tan Sri Roslan Saad said according to the plan, the new air base was expected to be fully completed by the end of 2016 and operations would begin early the following year.
"The airbase, covering 303 hectares, would accommodate 1,500 personnel. The RMAF would make the base as a training centre and emplace all training units at all airbases throughout the country in one location only.
"The new air base is to replace the existing base in Sungai Besi," he said at a media conference after a parade at the Army Basic Training Centre, here Monday
Also present were the Joint Forces Commander Lt Gen Datuk Baharom Hamzah, Army Training Commander Maj Gen Datuk Suhaimi Mohd Zuki and Assistant Chief of Staff MK TL Exercise Operations Rear Admiral Datuk Pahlawan Mior Rosdi Mior Mohd Jaafar.
He said that besides making it as a professional training centre for officers and men in the fields of logistics, administration and management, the new air base would also accommodate the Training Commanding Headquarters.
He said that about 30 per cent of the base would be reserved as a green area to be used as training ground for the military besides for future development if necessary.
Meanwhile, 847 members of the Malbatt 850-2 team who carried out the mission of the United Nations Interim Forces in Lebanon (UNIFIL) were awarded the PNBB medals.
They comprised 75 officers and 772 other ranks led by Colonel Khaswadi Lahuri.
Three officers and 27 members of the Royal Brunei Armed Forces also received the awards.
The awards were to recognise the success of the troops in carrying out the UNIFIL mission in Lebanon for 12 months beginning Sept 25 2014.

French Optimistic About Rafale Warplane Deal
France is confident it will sell 18 Dassault-built fighter jets to Malaysia after submitting a formal proposal, a senior diplomatic source said on Wednesday - extra firepower for one of China's neighbours in the South China Sea.
While Malaysia has traditionally played down any tensions with China over the contested waterway, it has long expressed concern about piracy and security along its land and coastal borders and wants to replace its ageing MiG-29 fighter jets.
"We have the feeling that there is a clear preference (for the Rafale) because they have not made the same type of announcement for the other manufacturers being considered," the source said. "We are entering concrete discussions."
French Defence Minister Jean-Yves Le Drian was in Kuala Lumpur on Monday and his counterpart Hishammuddin Hussein said any future purchase would depend on affordability.
Fiscal troubles due to low commodity prices might delay any decision to buy fighter jets, although Malaysian military sources expect the armed forces to push for more procurement funds in the next five-year plan starting in 2016.
Malaysia's top priority is to replace its ageing Russian MiG-29 fighters with 18 modern jets that would join a fleet of Boeing F/A-18Ds as well as Russian-made Sukhoi Su-30MKM warplanes.
Malaysian defence officials have said they are assessing Boeing's newer F/A-18E/F, the Dassault-built Rafale, Swedish manufacturer Saab's Gripen, and the Typhoon from European consortium Eurofighter.
"We can't rule it out happening quite quickly," the diplomatic source said.
China claims most of the potentially energy-rich South China Sea, through which $5 trillion in shipborne trade passes every year. Malaysia's public response to China's shows of strength has been low key, unlike fellow Southeast Asian countries the Philippines and Vietnam, which have been more outspoken.
Dassault received a boost after a long-awaited first export deal for the Rafale to Egypt earlier this year was quickly followed by a sale to Qatar.
It is also finalising the sale of 36 jets to India, a deal that could be rubberstamped soon. New Delhi is keen to modernise its ageing air force, with military officials warning of a major capability gap opening up with China and Pakistan without new Western warplanes.
"We're expecting that things go relatively quickly in the coming weeks. The dynamic is very good," the source said.

Malaysia Says Reviewing French Proposal On Rafale Fighter Jets
Malaysia is reviewing a proposal from France to buy Rafale fighter jets but any decision would depend on how affordable the aircraft are, Defence Minister Hishammuddin Hussein said on Tuesday.
Malaysia, which wants to replace its fleet of Russian MiG-29 fighters, is said to be looking at the Rafale, Boeing's F/A-18, Swedish firm Saab's Gripen and the Eurofighter Typhoon.
French manufacturer Dassault Aviation, which builds the Rafale, is said to be in talks with Malaysia to supply 16 of the multi-role combat jets.
"It's too soon to announce anything about it," Hishammuddin told a joint news conference with French Defence Minister Jean-Yves Le Drian in the Malaysian capital.
"It's part and parcel of the industry and it's a proposal we look at and I have been very transparent with the Malaysian public that it's a question of affordability," he added, when asked about Malaysia's interest in the fighter jet.
A Malaysian decision had been expected this year, but aviation industry executives have warned that fiscal troubles stemming from lower prices for oil and commodities could lead to delays in placing the order.
Hishammuddin also said he had no discussions on Tuesday with his French counterpart on the procurement of Mistral helicopter carriers, which the French are trying to sell.
France last year suspended the sale of two Mistral warships to Russia, after coming under pressure from its Western allies over Russia's role in the Ukraine crisis.
President Francois Hollande has said there were a number of potential buyers for the carriers. Countries said to be interested in the helicopter carrier included Malaysia, Brazil, Singapore, Canada and Egypt.

RMAF To Retain MiG29 And Will Be Upgraged
KUANTAN: The Royal Malaysian Air Force (RMAF) fleet of MiG-29N fighter aircraft will remain an important asset to the country's air defence.
RMAF Chief General Datuk Seri Roslan Saad said there has been no decision to replace the MIG-29N which had been in service since 1990 and the aircraft will still remain in service.
He said RMAF will scrutinise the capabilities of the existing MIG-29N fleet to ensure it remains competitive and relevant in safeguarding the country's air space.
"Initially, there were plans to phase out the aircraft and replace them with another multi-role combat aircraft.
"However, we have decided to upgrade the aircraft to ensure it has similar capabilities with fighter jets owned by other countries," he told reporters after opening RMAF's 57th anniversary here today.

RMAF To Receive Another 5 PC7 MkII Next Year
ALOR SETAR (Bernama) -- The Royal Malaysian Air Force (RMAF) will get five Pilatus PC-7 Mark II aircraft by end of next year to add to its fleet of training aircraft.
Its chief, General Datuk Seri Roslan Saad said the five aircraft were purchased last year from Pilatus Aircraft, Switzerland, to be used by trainee pilots at the Air Force College (KTU) here.
He said so far they have 16 PC-7 Mark II aircraft purchased in 1999 and 2006, but the number was not sufficient to accommodate the number of trainee pilots at a time.
He said the purchase of these aircraft is to replace the 32 Pilatus PC-7 Mark I aircraft which are over 30 years old, purchased by RMAF since 1983.
"The more than 30 years old aircraft will be disposed off in stages. We hope with these new aircraft, we will be able to produce more pilots in the future," he said after presenting Flight Wings to 27 young RMAF officers here Saturday.
Roslan said they would also hire six Eurocopter C120 helicopters from local companies over a period of five years, for training trainee pilots in KTU.

MENHAN Confirms Suspension On A400M
KUALA LUMPUR (Bernama) - Defence Minister Datuk Seri Hishamuddin Tun Hussein, Monday confirmed that Malaysia has temporarily halted the operations of its military Airbus A400M fleet following a crash involving the transport carrier during a test flight in Seville, Spain last Saturday.
"Yes, (we) grounded ours till we know more," Hishammuddin said in his Twitter reply to a BERNAMA reporter, in Kuala Lumpur.
According to the Reuters news agency, an A400M military transport plane crashed outside Seville during the weekend, killing four members of the test crew and seriously injuring two others.
The incident prompted Malaysia, Germany, Britain and Turkey to ground their fleets of the new troop and cargo carrier.
Based on local media reports, Malaysia has ordered four A400Ms, and has received delivery of the first aircraft on March 9, after they were purchased in 2005.
Malaysia is expected to receive two more of the aircraft by the end of this year and the last one next year.

TAWAU: JET-FIGHTERS, such as the Sukhoi SU-30MKM and Boeing F/A-18, will be patrolling Sabah’s skies in the near future as part of plans to expand Labuan’s airforce base.
Royal Malaysian Air Force (RMAF) air operations commander Lieutenant-General Datuk Seri Affendi Buang said while the BAE Hawk squadron had been based in Labuan since Nov 7, other fighter squadrons would soon be attached there as well.
“There is a Hawk squadron placed here for Sabah, but in the future, aircraft like the Sukhoi and F/A-18 would be deployed to the state,” he said after a working visit to RMAF’s Tawau air operations relief centre here, yesterday.
Affendi witnessed several aircraft sorties demonstrations, including hostage rescue operations performed by the Hawk and helicopter squadrons.
The relocation of the Hawk squadron from the Butterworth base to Labuan was announced by Prime Minister Datuk Seri Najib Razak during the tabling of the 2015 Budget in October. It was part of the efforts to strengthen security in the Eastern Sabah Safety Zone (Esszone).
Affendi said the presence of the Hawk squadron would instil public confidence in the government’s commitment to ensure the safety of Sabah.
“Placing our fighter aircraft in Labuan is a strategic move to monitor Sabah’s east coast and the South China Sea.
“The Hawk aircraft will help us to strike and intercept. At the same time, we have an air defence radar that detects air traffic. We also will improve our assets from time to time.”
On the announcement by Deputy Defence Minister Abdul Rahim Bakri that the armed forces would acquire six attack helicopters to reinforce operations in Esszone, Affendi said this would be done as soon as possible.
“The helicopters would be equipped with Gatling guns, which should be effective in assisting the security teams on land.”
Apas assemblyman Datuk Tawfiq Abu Bakar Titingan who was present, expressed gratitude that security assets in Sabah were given priority.

Malaysian Su-30s to Launch Live Kh-31s for First Time in SCS Drill
Kh-31P anti-ship misille launched from Su-30MKM
The Royal Malaysian Air Force (RMAF) will conduct the first live firings of Kh-31A anti-ship and Kh-31P anti-radiation missiles (AS-17 'Krypton') from its Sukhoi Su-30MKM fighters during a joint exercise with Royal Malaysian Navy (RMN) in the South China Sea this month.
The Kh-31 firings against a sea target will take place in a designated part of the South China Sea routinely used by the RMN for firing practice.
The exact location of the firing area is unknown but military sources confirmed that it is well away from the disputed Spratly Islands to avoid provoking other claimants.
The RMN will also conduct live firings of MBDA MM40 Exocet anti-ship missiles and Seawolf surface-to-air missiles from its ships and MBDA Sea Skua missiles from RMN Super Lynx helicopters.

PLTB1 Tambah 5 Pesawat Pilatus PC-7 MK II

ALOR SETAR: Pusat Latihan Terbang 1 (PLTB1) milik Tentera Udara Diraja Malaysia (TUDM) di Kepala Batas, di sini, dijangka menerima tambahan lima pesawat latihan baharu, sekali gus memantapkan keupayaannya dalam melatih dan menghasilkan bakal juruterbang negara.
Lima pesawat berkenaan ialah Pilatus PC-7 MK II yang dipertingkatkan daripada model PC-9 yang dijangka mula digunakan selewat-lewatnya penghujung 2015.
Panglima Tentera Udara, Tan Sri Rodzali Daud, berkata buat masa ini PLTB1 masih menggunakan pesawat sedia ada dan penerimaan pesawat baharu itu nanti bukannya untuk tujuan gantian, sebaliknya untuk penambahan kepada kapasiti pesawat sedia ada.
"Pada masa ini PLTB1 memiliki lebih 40 pesawat membabitkan PC-7 Turbo Trainer dan PC-7 MK II yang digunakan untuk melatih antara 40 hingga 60 pelatih untuk satu sesi pengambilan pelatih yang memakan masa kira-kira setahun.
"Justeru, sebagai penambahan kita akan terima lima lagi pesawat model PC-7 MK II yang dipertingkatkan dari beberapa sudut penting latihan yang kita kira akan membantu meningkatkan keupayaan PLTB1 pada masa akan datang," katanya ketika ditemui pada Majlis Sambutan Jubli Emas Sempena Ulang Tahun Ke-50 PLTB1 di Kolej Tentera Udara (KTU) di Kepala Batas, di sini.
Turut hadir, Bekas Panglima Tentera Udara, Tan Sri Sulaiman Sujak dan Bekas Pegawai Memerintah Pertama PLTB1, Group Captain John F Woodard, yang bertugas ketika awal penubuhan PLTB1 pada 1964.
Sempena majlis itu, persembahan akrobatik pesawat Sukhoi SU-30MKM milik TUDM diadakan sebelum disusuli pameran statik pesawat pelatih yang pernah digunakan PLTB1.
Turut diadakan, pelancaran buku Jubli Emas PLTB1 dan pelancaran 'Time Capsule' untuk PLTB1.

ALOR SETAR - Setelah lebih 50 tahun menabur bakti termasuk melahirkan ramai juruterbang berkaliber, Panglima Tentera Udara, Jeneral Tan Sri Rodzali Daud merasakan sudah tiba masanya untuk helikopter Alouette III yang masih digunakan sebagai pesawat latihan di Pusat Latihan Terbang 2 (Pulatibang 2) di sini digantikan.
Menurutnya, meskipun pesawat itu sehingga kini masih memberi perkhidmatan baik, namun atas beberapa faktor termasuk usianya sudah melepasi jangka hayat perkhidmatan, maka proses itu perlu dilakukan.
“Kami sedang dalam proses untuk memohon agar helikopter itu digantikan. Dalam keadaan sekarang, kami amat berharap agar proses itu dapat dipercepatkan.
“Setakat ini Alouette III memang memberikan kami khidmat yang baik tetapi disebabkan usianya sudah melepasi jangka hayat perkhidmatan, menyebabkan timbul sedikit sebanyak masalah buat kami," katanya tanpa memaklumkan berapa jumlah pesawat itu yang masih digunakan di pusat latihan tersebut.
Beliau berkata demikian dalam sidang akhbar ketika menghadiri Majlis Sambutan Jubli Emas Pusat Latihan Terbang 1 (Pulatibang 1) di Kepala Batas, di sini hari ini.
Yang turut hadir, Timbalannya, Leftenan Jeneral Datuk Roslan Saad serta dua bekas pegawai memerintah terawal Pulatibang 1 iaitu Squadron Leader JF Woodard dan Marsyal Muda Udara (B) Tan Sri Sulaiman Sujak.

TUDM telah melaksanakan latihan Air Droppable Rigid Hull Inflatable Boat (ADRHIB) di Perairan Tanjung Gelang, Kuantan. Latihan ini merupakan salah satu siri latihan dalam Eksesais Cope Taufan/Teak Mint yang sedang berlangsung.
Latihan ini telah menyaksikan kemahiran anggota PASKAU khasnya anggota Maritime Para Rescue (MPR) dalam melaksanakan misi menyelamat di perairan sekiranya berlaku sesuatu kejadian yang tidak diingini.
Selain itu ia juga untuk mengekalkan kompetensi dan tahap kesiapsiagaan juruterbang dan anak-anak kapal No 20 Skn dalam melaksanakan operasi pengguguran dari udara
Turut membantu bagi menjayakan latihan ini adalah anggota dari Jabatan Laut Malaysia, TLDM, Jabatan Bomba dan Penyelamat serta Agensi Penguatkuasaan Maritim Malaysia.

Menurut Linden, dalam kes Malaysia misalnya, dengan ERIEYE AEW&C, penggunaan tiga buah pesawat di udara sudah cukup untuk memantau seluruh ruang udara negara ini pada satu-satu masa.
Maksudnya, sistem ini memberikan Malaysia kawalan sepenuhnya bukan sahaja kepada ruang udara ketenteraan dan awam. Malah ke atas semua aktiviti di laut termasuklah perikanan, pendatang haram, pencemaran, penyeludupan, lanun serta perlindungan ke atas pelantar minyak dan gas. Rakan strategik Saab di Malaysia untuk AEW&C ialah DRB-HICOM - satu kerjasama yang akan mencipta peluang pekerjaan berteknologi tinggi, bukan sahaja sepanjang projek berlangsung, malah sepanjang kitaran hayatnya.
Malaysia, Indonesia dan Singapura telah melancarkan Program Eyes In The Sky (EiS) untuk menangani masalah lanun di Selat Melaka pada 13 September 2005.
Kata Linden, projek itu dianggap berjaya apabila negara-negara terlibat menggunakan pesawat seperti RSAF Fokker F-50, TNI-AL IPTN NC-212 dan RMAF B-200 TMP.
Penambahan sistem AEW&C pada pesawat-pesawat ini akan memberi perubahan besar kepada EiS. Ia berpotensi untuk membawa kejayaan program ini ke tahap yang lebih tinggi.
Apabila sesuatu yang luar biasa dikesan, AEW&C mampu menggerakkan pertahanan dalam bentuk berbeza untuk mengukuhkan keselamatan negara. Di udara, AEW&C boleh mengerahkan sebuah jet pejuang untuk memintas pesawat yang tidak dikenali. Di laut pula, AEW&C boleh memberi panduan kepada Pesawat Kawalan Maritim (MSA), tentera laut atau kapal Peronda Pantai untuk menyiasat apa yang sedang berlaku. Sokongan ini juga membantu merekod serta mendokumentasikan aktiviti-aktiviti haram dengan lebih terperinci menerusi gambar dan video yang boleh digunakan untuk tujuan pendakwaan.
Penjenayah tidak mampu mengelak daripada dikesan oleh AEW&C kerana mereka tidak boleh memantau sistem ini dari darat. Memandangkan AEW&C terbang tinggi, mereka yang berada di laut juga tidak boleh mengesan kehadiran AEW&C dengan pandangan mata biasa atau melalui teropong.
